I have a OEM license for Windows Vista Home Premium 32-bit. Is it possible to use this license to activate 32-bit Windows 7 Home Premium once I upgrade to it? If yes, then this same license can also be used for activating a 64-bit Windows 7 Home Premium, right? If it's a yes for that one, then the answer for whether a license can activate other versions of Windows 7 must be a NO, right?
Will doing a clean install instead of an upgrade change the scenario or is the license still transferable whether upgrading or clean installing?

if its OEM Vista Home Premium 32/64 > retail Vista Home Premium 32/64, then YES
you can't activate Windows 7 (any version of 32 or 64) with a Vista license key. You need to buy a Windows 7 key. -
OEM License Keys are untransferable. OEM means specific on the specific machine.
But I heard we can call MS to allow it? Not sure about this. -
Microsoft's EULA says OEM licenses are tied to the original computer it was installed on so no, they're not transferable, at least if you follow Microsoft's rules.
However, it's actually possible to use and activate the same key on a different computer. Microsoft seems to have fairly relaxed activation rules and unless you're abusing a key (say using it on 10 different computers), it would probably pass activation. -
So, the Windows 7 Upgrade disk that I will be getting from HP will have its own license key?
