Maybe this was posted before, but a simple search didn’t turn up anything. So here we go: If you have trouble activating the screen saver or turning off the display after a certain period of inactivity, install HID Non-User Input Data Filter update (Windows update). My Screen Saver/ Power Settings> Turn off the display never worked without this update while using the Microsoft Wireless Notebook Laser Mouse 6000.

Source : Finally the screen saver is working under Vista !!!

I have the same prob with my dell 1520 if my microsoft wireless mouse is plugged in the screen saver wont activate and the display wont shut off. It only works when the mouse is unplugged. No one seems to know this happens. It's very irritating.
