You still can do that in Vista, I can do it with my touchpad but try with an external mouse.

do you mean you can't do it with touchpad? but you can with and external? is there a toggle for this? also could this be just a dell thing?

I can do it with the touchpad and external mouse. I don't have a Dell, but try checking your touchpad software, usually Synaptics.

I have a DELL notebook, and I can do it (scroll down/up/left/right) without double clicking, with both, my external mouse, and the touchpad.

by chance, is there any special touchpad/mouse software installed? it sounds like some unintentional "custom" configuration, so i'd suggest trying looking at that.

I think this is the draglock feature. Go into your mouse/touchpad settings and there should be a tickbox with draglock written next to it in one of the options, just untick this setting.
Just checked the exact setings for you. OK go into control panel, mouse settings, click to change dell touchpad settings, touchpad settings, then in blue the third box down it says tap and then the second tickbox says draglock and you have to untick the box(i.e. make sure it is not ticked) then apply, ok, and close and you should be good to go.
Vista scroll bar only works with double click
