OK.
I am really getting, majorly annoyed with this.
On all of the HP AMD laptops we have, for the first few days after vista has been installed, since the system is new. it scales the cpu fine.
And then, it just forgets how to after a reboot. you have to manually set it to Minimum cpu scale 5% again, But as soon as the computer is turned off, or restarted it automatically goes back to running the cpu at 100% Frequency.
every system, without fail has done this.
Does anyone know why, because this is really getting annoying now, when windows XP is installed on the system and the AMD cool and quiet drivers are installed it has no problems, but vista does, and there is no cool n quite driver for vista.
Please if anyone know how to fix this, and make vista stop forgetting the settings i would be very gratefull.

I don't have this issue on my dv5z running vista. Once I set the max and min processor state vista always remembers the setting.

We have 3 HP 6715b systems, a 1.8 ghz a 1.9 ghz and a 2.2 ghz, TL-56 TL-58 and TL-64, and they have all had this issue, and it happens on the facotry installed vista, if you install vista clean with a disc, but does not happen in windows XP.
They all came with the 2 of them a 2008 BIOS, and 1 has a 2007 BIOS. -
Just replaced the memory modules with new ones to see if that was the cause of the problems, but it still does it.

Use RMclock to override the Vista cpu management. Undervolt while your at it too

Hmm, id rather not have to run 3RD party software on them as there not my laptops (mums dads + sisters)
Is there any way to like manually force the setting in vista in the registry or somthing? -
Have you actually monitored the clock speeds to see if it downclocks or not?

If it was a matter of changing a number in a registry key, then they wouldent know, and itd solve the problem...
but my family are ovily paranoid when it comes to any programs that they dont know about and there like OMGGG VIRUS D:
so yeah.. -

Do you other power management programs installed? It will sometimes not save the Vista power settings when theres another program.
Which Vista power profile are you using anyway? -
Nope nothing else installed, and the Balanced profile.

Does Resource monitor show any CPU power scaling?

Nope, i have a feeling that this issue is been caused by the ATI Control panel, so im tryling a few different things on each machine to see if i can find a fix.
If i ever do find the cause ill post a tutorial how to fix because it seems it must be a common problem on 6715b model laptops, as all 3 have it. -
As all of the laptops came with VISTA Buisness edition, i just used the serial key from that and my XP pro disc, and reinstalled all of them to xp pro.
Problem solved. -

I know, but it was a quick fix and stopped alot of messing, plus added some battery life and performance and my family were happy to be back on XP
