I have an ASUS K55A with Windows 7 and IE 9 that was recently purchased for my consulting business.
One of my customers has set me up on their webmail - Outlook Web App. I can login, read and delete mail without
any difficulty, but when I try to reply or create a new message, I get a popup screen that never fills in and the program
freezes up. This does not happen on my family desktop running Windows XP and IE 8. Thanks in advance for your help.

Run the program in compatibility mode if need be, or re-install it and set it up. It could have been a bad download or install.

Also, are you running it as an Administrator?
