For some reason there is a folder on my desktop called programs. I delete it but everytime I restart my computer it's back. The first time I deleted it, it also deleted everything in my start bar.

It shouldn't be on your Desktop, but I think it's supposed to be in C:\Users\yourname\AppData\Roaming\Microsoft\Windows\Start Menu.

However, something is messed up, so it appears on your Desktop. boypogi's suggestion is not a bad one. You can back up your data, and reformat/reinstall Windows.

Alternatively, you could try creating a new account, and see if it has the same problem. If not, you can delete your current account from that one (provided it's an administrator account), and then restart, and then create an account with the same name as your original one. Also, you can choose to keep your original files when you delete the original account, and then put that somewhere on the hard drive where you can access it later.

It sounds like it's an issue with some default path of Windows' that got changed. You may consider searching through your environment variables and your registry for "Desktop/Programs" or something similar. I don't run Vista (or Windows at all if I can help it), so someone else will have to tell you what the correct value should be.

What did you do when this first started happening? Did you install a program or were you messing with any settings or anything? Things don't just magically happen on Windows, even though it may seem like they do ;)
