Image 1 shows what happens when I click an expandable menu (such as Fred, Documents, etc., just not Games nor Control Panel) and then try to click Computer. I get an outline, however the stuff inside the outline responds to clicks.

Image 2 shows what happens when I click Computer as soon as I open the start menu.

How do I fix the problem in image 1?

I can temporarily fix it by closing then reopening the start menu, however is there a permanent fix?

Probably a video driver issue. Try re-installing it or changing it to the latest, stable, WHQL one. I'm not 100% sure though, you should wait for someone else to respond to this who might have a different solution.
