On the top right..theres JUST a clock & nothing else of sidebar..
How to do this? is it some other app?

It's possible to put only a clock in the sidebar...

Maybe I'm looking at the wrong picture, but that's Mac OSX, not Windows Vista.

Indeed, it seems (although it's possible to customize Vista to look like that)

With Windows Sidebar you can move the apps off the sidebar and then right click on the sidebar itself, selecting 'close sidebar' which will close the sidebar without exiting Windows Sidebar; the icon will still be in the System Tray. The apps will still be on the desktop.

if its os x (which is what i originally thought), then why did the guy who commented on that screenshot write this "I always love the mac look on windows
" ?

Its not OS X, its just Windows made to look like OS X.
For one, the Menu Bar along the top is missing, and also, the give-away, the poster's comment

there is a way to drag a gadget off the sidebar and put it in "stand alone" mode...therefore, you can have it floating anywhere!
