as you know I had an Event 18 Error for some time now which says CPU Cache Hierarchy Error and was logged by the circular Kernel Context Logger.
Now I have managed to fix that error 90% but on random occasions upon a reboot, I would get it once.
I noticed in Performance Monitor > Data Collector Sets, that if I disable Circular Kernel Context Logger, that error never comes again.
Now I don't know exactly what is this Circular Kernel Context Logger and whether me disabling its startup task is a good or bad thing?

Looks like that is a MS management program. Google it for some fixes. One guy turned off his microphone and that fixed it. But I doubt that is your problem. It appears that some MS logging program can't find something. It isn't a virus or keylogger.

It's there on Windows 8 as well. I wish I know what is it responsible for and what adverse effects does disabling it have? Once Disabled, I didn't get the Event Id 18 error of CPU Cache Hierarchy error but just wanna make sure I'm not lying to myself that I fixed the issue

Well, if you read those many confusing google hits on your problem you kinda get the feeling that it is a necessary program for the OS to monitor something. But exactly how to resolve your problem is not an easy one this time. Hope some Microsoft programmer chimes in to help here. I know they probably don't look here on purpose but maybe some retired programmer will see this thread.
