What is a good free image editor? I need to edit the brightness and contrast of images...i thought paint did that but i guess not.

GIMP 2.6 should do the trick. It's basically a free version of Photoshop, almost as powerful - if not as intuitive.
I've been using it for a few years now, and I did use older versions of Photoshop (6, 7, 8) back in the day. GIMP doesn't shame itself next to "the daddy" IMO. -

If its relatively 'simple' brightness / contrast editing, you could also try IrfanView. It's pretty good.

yea i have used paint.net and its a good simple program but i think gimp will be better due to more features...that i should learn how to use

I would say gimp is your best bet for a long term, free, open source, advanced, high level raster graphics editing program.
The major problem with gimp is that it's a little clunky, so if you are willing to spend money on photoshop, or if you can tolerate a free application that doesn't have quite as broad a scope, there are more streamlined choices. -

My dream would be GIMP possibilities with Paint.net GUI. That would be awesome.
GIMP promises to bring a single window interface in 2.8, but it's been already, what, 2.
GIMP is awesome, if you can get used to it's interface (which with time seem not that annoying).
But I would still go for Paint.net. If you're just after some basic stuff, Paint.net brings 'em very good.
