NHC has internal clock modulation which can lower CPU clock to 25% I believe. Is it safe to do so and how much more battery life can be expected? Both programs can lower the voltage, so if NHC has no bugs for me then stick with it? or RMclock is still the better program for the dual cores?

It's just a matter of preference since both do the same job with undervolting and underclocking. NHC has some more functions like Temperature monitoring but is also a bit heavier on resources. Both can underclock a given CPU to its hardware limits. Until recently, only RMClock supported Dual Core CPUs but I guess this has changed.
