I have hundreds of mp3 files, but they are too large (were ripped in a high quality setting).

So, I want to resize them to a more compact size (~ 3 mb a file).

Is there any way to do it all at once, instead of one by one?

If yes, what program could I use for that?

Well, it's not really possible to do them all at once, but many programs could queue them up so you can walk away from the computer and let it go for a while. iTunes is an example...just change the "import" settings to MP3 at whatever bitrate you're looking at, and then select all the files you want and click on the "convert selection to MP3" option when you right click on them.

If you want to get it done with some semblance of quality, I'd recommend The Godfather and LAME encoder. But if you just want to 'get it done', I guess iTunes would work.

Dbpoweramp does everything Ive ever wanted it to. I love how small and efficient it is. No frills, just get the job done simply.

Same here, I'm a music producer myself and I have found DBPowerAMP a great program to carry around on a flash drive which does the job quickly and efficiently. It's not possible to convert/shrink all audio files at one time but DBPowerAMP is able to queue it up and work on one at a time. It's also as easy as just right clicking on the audio file and choosing from the drop down box to convert.
