XP Pro SP3, using limited account and Software Restriction Policies in combination with IE Internet Zone set to most everything disabled and setting sites I need scripts and such to the Trusted Zone (whitelist browsing) to help mitigate online hazzards.
Edit: Sandboxie. I shouldn't forget my browser sandbox. I wouldn't do without it anymore, regardless of browser used.

Well it kind of depends, I tend to install as needed rather than all at once. But generally, ones that comes quite soon are:
*Opera
*Office (although I did put that off for half a month once)
*AIM 6.5 (not 6.8)
*Windows Media Player 10. Though it's for compatibility - WMP 9 is my preference (and comes with my Windows XP SP2).
*Either Acrobat 8 or Foxit Reader; I vary. Currently use both.
And if I were to install Windows now (which means XP), these two:
*RightMark CPU Clock Utility (wouldn't use with Vista though - that caused problems) for underclocking/volting.
*RivaTuner for over/underclocking.
The other three earliest would likely be games. My guesses:
*Medieval II Total War
*Halo: Combat Evolved
*Civilization III
Although really, if I had a brand new computer with better performance than my current one, I'd probably put the games on first (and more than just these three) and play them for awhile and then put most of the other ones on. Opera and possibly AIM are the only ones I'd put on really early - the other stuff could wait until I'd played with the games for awhile. This list is more accurate assuming performance would be the same, or I was reinstalling on my current computer. -

I think some of these have been named before but here I go:
- Office 2007 - either Home & Student & Outlook or any other combination - key are the "big 4" Word, Excel, Powerpoint, Outlook - I don't know what the others are useful for, can't see their sense really, but maybe someone can.
- CCleaner for keeping the Computer "clean and tidy"
- Internet Security - my personal choice is Kaspersky
- an encyclopedia - Britannica for the UK, Brockhaus for Germany (have both - missing my Brockhaus DVD though...moving house - all you get, a mess...)
- a photo editing software - on my Medions I had Microsoft PictureIt 10 - Now I've got Adobe Photoshop Elements 6 and am happy with it (also Digital Photo Professional from Canon...)
- A "music software" - I've got all my CDs on SonicStage
- Firefox to run alongside IE7
All I can think of, there are a few "maybes":
- video player
- Instant messenger (PS: QIP for ICQ runs off a USB drive)
- personal occupation orientated software - university course for me means SAS for example
- "burning software" - Nero for me - in a "tidyied up" version
- sooner or later one needs QuickTime & Real Player -
