I just got a new notebook laptop and I want to remove as many of the pre-installed programs as possible, but I'm not sure which are safe to remove. These are the programs already on it:

Now about the topic. The only programs that you can take without problem are Picasa and decide between Mcaffe or Avira.

I want to clean up the laptop and remove all the crapware.

Can remove:
Windows Search 4.0
Java (if you use it, update to the latest version here)
Toshiba Manuals (unless you need them)
McAfee Security Center (you use Avira)
Microsoft Works and Office Powerpoint Viewer (can be replaced with Office 2007/2010 or Open Office)
Picasa 2 (unless you use it, upgrade to the newer version 3) -

All of the programs under TOSHIBA can go (unless you need/use some of them) along with what Jayayess1190 mentioned.

I'd keep Windows Search installed... that is useful. Of course, not everyone uses every feature.
In fact, everything on the list is "...unless you need it". Until you understand what something does and know that you don't want that, just leave it alone. If you don't know what something is/does, Google it. Or for the Toshiba utilities, you can try the Toshiba forum if Google doesn't know what they are.
The only thing I know I'd remove is McAfee... and download something else like Microsoft Security Essentials to replace it. -
Just the McAfee and update Picasa or remove it if you won't use it.

2 anti virus is not a good idea as they clash.
with the free antivirus dont forget to turn windows firewall on as the free ones dont come with a firewall. -

The Toshiba things don't really do much except show the stats (battery, etc.) in their own way. Windows has most of the features built in. Windows Search lets you search so I assume you're on XP or older, but if you don't need instant search the remove it.
Also update your Java. -
I wouldn't bother removing any of it. You should just disable what you don't intend to use. Removing them ain't gonna get you that much space back.

SD Utilities and Card Reader Software are necessary if user has phone or camera and wants to use integrated card reader to transfer pictures/music. Those are the actual drivers for the card reader.
Touchpad On/Off Utility is needed to turn touchpad ON, if it becomes disabled after bootThat could be considered bloatware if there's external mouse available. Personally I'd like to use touchpad sometimes. Reminds me of my dv9014 where I could turn WLAN OFF but not back on without reboot until wireless manager was installed
TOSHIBA USB Sleep and Charge Utility allows user to charge phone or mp3 player from certain usb port even when computer is turned off.
In general it's good to google those utility names before doing anything, all those informations I found in couple minutes. Except the recovery disc part, that was my own opinion -
I wouldn't remove power saver either.
Agree with the others those, ditch Mcafee. -
