I know that upgrading from vista 32 bit to windows 7 is doable, and requires formatting the entire drive. My question is, does this upgrade CD wipe everything out and installs 100% fresh windows without useless apps that normally come loaded onto laptops?

I think you should visit Microsoft.com and read how the upgrade process works. Upgrading does not necessarily require formatting the drive.

Yeah, an upgrade will (is supposed to) leave your files and settings and programs as they are.

If you chose to do a clean install and format the drive, as you format everything will be erased, and Windows will be installed with nothing else (no junk apps) on your computer. Make sure you have Vista or 7 drivers at hand.

The 'stuff' that normally comes with windows doesn't come from msft. It's coming from the customized pre-loads that the hardware makers toss on machines.

A 'virgin' set of discs from MSFT won't have that 'stuff'.
