I want to replace my laptop next year with another one but I don't want to have windows 8 installed as I prefer windows 7 instead. Does anyone know whether or not we'll have any option to downgrade to win7?

The short answer is "yes" and the slightly longer answer is "yes, but check your OEM for details". You'll probably be able to choose which version you'll want on your machine. That is for instance what Dell is doing.

Honestly though, Windows 8 is only an improvement on Windows 7. I have been using it for a while and love it. The core experience is exactly the same and there are so many improvements, I couldn't go back to 7.

The core experience is most certainly not exactly the same. How old is the build you're using?

It depends on the computer you buy. Mostly business-class notebooks will probably include the option. When I bought my Thinkpad X200 with Windows 7 3 years ago, they included Windows XP recovery discs for free!

I think Dell specifically mentioned only their business and gaming computers. I didn't see them mentioning that their consumer models will get the option. But I could be wrong...

Is the changed start menu and the duplicated functionality (Internet Explorer, settings, etc.) included in what you define as the core experience?

That statement is, of course, patently false, as has been discussed ad nauseam, in here and all over the internet. There is no need to argue this here, head over to the appropriate threads if you feel the need. As a result, there is a very significant portion of the user base, particularly among professional users, that have no interest, to put it mildly, to "upgrade" to Windows 8, and will insist on having Windows 7 installed on new computers.

Windows 8 has a <strike>Metro</strike> New User Interface TM Control Panel and a regular Control Panel. Microsoft in their infinite wisdom also shipped it with two Internet Explorers with bookmarks/settings that don't sync between them.

I think it basically feels like they mashed two disparate operating systems and paradigms together without putting much thought into it.

My desktop IE bookmarks show up in the metro version. Not sure what you mean by syncing?
