    Win7 Notebook can't boot!

    The notebook goes up to this point (referring to the attached screen shot)
    and freezes.

    The weird green haze and distortion is still apparent in safe mode.
    (I can boot the comp into safe mode, at least)

    Tried reinstalling the video drivers, tested the memory (found no problems),
    took out my SSD and ran tests on it externally (found no problems),
    and nothing is working.

    Anyone can guess as what I should do in my current situation?

    Bad screen cable,GPU going bad or screen it self going bad

    sorry I cant help narrow that down

    What laptop is it and what GPU do you have?

    I don't think it's a GPU failure only because the Starting Windows text seems to be appearing over the top of the lines.

    Try a factory restore to when you first got the notebook, and if you still get the issue, It's most likely hardware and You'll have to send it in to get it fixed.

    Sounds like it might be this: Resolving stop (blue screen) errors in Windows 7

    So you might want to try to run it in safe mode and see if you can do a system restore, otherwise, you may want to consider reinstalling Windows 7.

    I had a very similar problem with my first Envy 17. The screen would appear, but I would also see white snow everywhere. Turned out that it was a defective GPU.

    Have you got an external monitor? If so try connecting the laptop to it and see if the artefacts are replicated on the external monitor, if it does most likely it would be a GPU defect. But if it seems fine then I would suspect the screen panel or the connectors on the notebook itself to be faulty.
