This may not be the best example, but I installed it on a old Dell Latitude D610. It's got a Pentium M 1.86GHz cpu and 1 GB of memory. It was sluggish, but it ran.

I tested, my laptop you can disable virtualization via BIOS.
It's a little slower without virtualization under XP. But if you run Vista/Win7... you feel the impact.
This update is more for the select Intel Core 2 Dup's which doesn't have virtualization, and AMD's Socket 939 dual core CPU's which despite old, is very powerful. I can still play the latest games at max max settings at 1920x1200 without any problem. I know that my CPU limits my GPU though... it would be time to further overclock my CPU or upgrade my system, but ignoring the all games at ~60fps part at max settings, it's a fine CPU. -
I think it should have been like this to begin with, but I applaud MS for their support in making an almost perfect OS better.

Hardware Virtualization mainly makes the lives of VM developers easier, it has less to do with performance gains, actually some of the more early versions slightly reduced the performance compared to robust implementations such as VMWare.
Win7 XP mode no longer needs virtualization!
