See if you can boot into Safe Mode. If not, grab an OS disk and repair install, or a recovery disk and reformat.

Agreed. To get into Safe Mode, reboot the laptop and hit the F8 key repeatedly until you get a screen which gives you the option to boot into Safe Mode.

Also try Last Known Good Configuration, if it works.

Last Known Good Configuration I don't think it appears in Windows XP, at least i haven't seen it, however if it's windows XP SP3 that may be the problem. SP3 XP alone was problems.

Just remember that it's best you use a Dell reinstall disc if you have one, because normal discs may not give you what you need. Dell and HP especially often tweak their copies of windows so a normal, fresh disc may not work right in repairing

I would run a system recovery............Reboot >>>>>>>before anything shows up on the monitor>>>>>>keep pressing F10 until U C the "system recovery" starting. When the window prompts U 2 do so.....click the ADVANCE button at the bottom left-hand corner then just follow the rest of the instructions...............Good Luck!!!!!!!

System recovery only allows system restores without an install disc though, not much else can be done unless he's fluent in cmd prompt language or has a reinstall disc. If he had the disc I doubt he'd be having this problem anymore hehe

safe mode should work--without going into great detail, the scrolling bar splash is mostly drivers loading. Since safe mode loads a minimal driver set, the safe mode would load without most drivers.

Also, last known good configuration should reload the last registry hive that worked. Yes, LKGC is in XP--and should be accessible with the start menu you achieve tapping the f8 key
