I have checked and on my desktop I have different(higher number) version of Windows 10 than on my laptop. Yet when I am trying to force Windows 10 update on my laptop it claims that I am up to date. In both cases it's Windows 10 Pro 1803 64-bit. Is this normal behavior?

You have to download the ISO from Microsoft to get the new version installed.

OP, sometimes the updates just get delayed from one system to the other you can force update the laptop manually if you don't want to wait:

After you install the Cumulative update and reboot, then install the Adobe Flash Player Update (no need to reboot for the Adobe Flash Update)

Well, I hope it's delayed for me and not blocked in any way. I have double checked my settings and it looks fine. I have also ran Troubleshooter and Update Assistant Tool and those also told me that I am fine. Only didn't try to manually apply patches like you've suggested.

I had the same issue, I fixed it by stopping the Windows Update Service, deleting all files in the C:\Windows\SoftwareDistribution\Download
then rebooted and checked for updates again, now it downloaded the updates properly and installed them
Or you can simply run this file ad admin and it will stop the service, delete the files, then restart the service
Delete Windows Update Temp Files
Code:net stop wuauserv CD %Windir% CD SoftwareDistribution DEL /F /S /Q Download net start wuauserv
