I've removed C:/Users/<user>/Documents from my Documents Library in Windows 10 but it keeps reappearing. The same thing happens for the Pictures Library; C:/Users/<user>/Pictures keeps adding itself back to my Library. How do I prevent this?

Each time the folders return, I have to right-click Remove From Library, but they keep coming back.

Just leave them alone and ignore them if you don't use those folders.

Those folders contain stuff that I don't want to see or use. If I wanted to ignore it I wouldn't have posted

If a folder contain stuffs you don't want then just delete that stuff. But if you do real work stuff like word processing or other document things then that DOCUMENT folder comes in handy. Most people use it for that reason.

Those items are needed for my programs to work, but I don't want to see them on a daily basis.

My concern is keeping default folders out of my Library, let's focus the replies on how to achieve that.

You can't delete that folder without editing the registry. You may be able to move it somewhere. Google it to see how.

I don't want to delete the folder I want to exclude it permanently from the library. I haven't had an issue with this in windows 7 and 8
