I received a new laptop recently freshly installed with Windows 10 (10.0.16299.125). However, once in a while there's a slowdown that happens from opening links or programs. Was wondering what's possibly the cause for this? My old laptop with Windows 10(10.0.15063.786) had weaker specs, but didn't have this problem.
My old laptop is running Windows 10 Home (10.0.15063.786) and it doesn't have this problem.
Meanwhile, my new laptop is running Windows 10 Home (10.0.16299.125), and it has the stuttering issue. Apparently this issue is known among people with the Creators Update, but no one has really found a solution yet. https://www.reddit.com/r/Windows10/...s_10_slowdownstutter/?st=jbbxc7qu&sh=41291589

I tried asking on the Microsoft's support forum, but they haven't been helpful.

Something happened in the update that severely hampers single thread small programs. This can be seen if you run something like SuperPI, I went on 16k from 0.140 sec to 0.350 sec, when there are alot of single thread programs that have to just use L1 this is a severe penalty. There could be other issues but this is what I have seen so far.

Does your laptop have Optimus technology, like an Intel HD Graphics card integrated as well? If it does, then try uninstalling the old Intel Graphics Driver and installing the latest one:
Intel Graphics Driver v15.45.23.4860 -
Yes it was a fresh install from a USB Windows 10 boot drive. I think it does have the Optimus technology? I'll do as you suggest and uninstall the old Intel Graphics driver with the new one when I'm home from work.

I updated to the Intel Graphics Windows 10 drivers and it seems the problem still persists. Perhaps TANWare is right? Though what can be done then?

See how to completely disable Windows Defender: How to properly install an Antivirus / Security Suite in Windows 10 -
Bitdefender. It was installed last night. Okay I noticed now that there is lag everytime I right click on the desktop.
Edit: Deleted Intel graphics and properties options from right click menu and that seem to solve the right click on desktop lag problem.
