I noticed that Windows 7 Professional comes with XP Compatibility, but is it possible to get Windows 7 Home Premium and download the XP Compatibility later even if its just an extra $20 or so? I reference this link which allows you to download the XP Compatibility.

I don't think that this will happen since W7 Professional contains some other advanced utilities (advanced networking per example) that are needed to allow XPM to work correctly (don't know how trues this is).
But I would not be surprised to see some tweaked VMWare to get XP going within W7.

The XP compatibility is free. It's a free download of MS Virtual PC 2007 and XP to be installed on yhe virtual PC. You must also have a processor that's capable of virtualization.

What he is calling "XP compatibility" is actually the "XP Virtualization mode". It's very similar to MAC's bootcamp. Allows to run apps in Native Windows XP mode.

Windows 7's XP Mode is different in that it sets up and installs Windows XP as a virtual OS that runs within the parent OS (Windows 7.) There is a native installation of Windows 7 and a virtual installation of Windows XP. Using a virtual OS is different from dual-booting.
