I use one of 2 power plan settings: 'Max Battery' or 'High Performance'. How do I get those two options in the battery pop up menu without having to go into 'More Power Options'?

there's no need for high performance as balances is equal to high performance when ever you need high performance (it auto-balances). if there is a real, measurable difference, consider tweaking the balanced settings (you can edit them) according to your-notebook-related tweaks (sometimes, very rare, a tiny cpu tweak might need to be done. but in 99% of the cases, balances is IDENTICAL to high performance when ever the cpu is used).

You can also use a program called BatteryCare to automatically change power schemes when on battery or external power:

It just baffles me that Windows cant manage this effectively.

Windows does automatically change power plans when on battery/ plugged in.

Mine only shows me the current setting and the last I used. Maybe I flipped an option at some point, but all I do is click on the battery/plug icon to swap it. I find that to be effective enough.

Try using 2 options that are not 'Balanced', then take a screenshot.
Balanced is always one of the 2 options. -
I think this can vary. My netbook does what his machine does, yet my Latitude behaves like you described.

You can kind of merge them together and make balanced work as power saver on battery, but you have to manually change all the settings to match.
Batterybar can change power plans as well, but I forget if that was in the free version or not; I still like having a little taskbar indicator. -
Hmm. Either Dell or Balanced always shows up, and the other can be high performance or power saver. They're all tweaked regardless.
