I noticed that when I install them they install almost instantly as if nothing happened. I was installing the latest version
?

What "latest version" were you installing? The latest chipset drivers for the majority of current systems are over a year old. Windows 7 likely includes these drivers by default.

Chipset drivers are often nothing more than registry entries that give the OS proper reference points to attach existing drivers to.
In the case of Intel, the 'magic' happens with the ICH, video, and audio driver packages. -
Oh well, It's working perfect now, I think it's best that I don't try to act smart with it

most of the "newest" chipset drivers are only a fix for one or more chipsets themselves or to add a new model chipset. it may not have any updates for yours though. say you have a x48 chipset and you used .1007. there may not be anything new for x48 in .1014 but maybe g31 was updated or another one.. etc... just because the version number is newer does not mean all the chipsets have been updated intel uses a package with a lot of models included in it. so the one installed by win 7 may be the newest one for your setup. i know for the x48 on my desktop im on still it was.

I had installed the newest Vista Chipset drivers and have no issues.
Windows 7 doesn't require Intel Chipset drivers?
