It's a Toshiba laptop and since I upgraded to win7 from XPMCE it only runs at 598mhz. Like all old P4 toshibas, it has that worthless b/w screened bios with very limited settings, no multiplier/stepping settings at all. It's a M745 400fsb cpu and I also tried an M770 2.13ghz 533fsb cpu with the same result.
Are there hidden bios settings in these old laptops?
Is there a program I can dnld to windows where I can change bios settings?
The laptop has the "common modules" toshiba bios/hardware utility but it doesn't work in win7 like it did in XP. This is a PRE- TVAP laptop and I've tried installing TVAP from newer laptops from toshiba support site with it always saying "not compatible with your system". I thought by now toshiba would've created TVAP compatible with older P4 laptops.
It's the very first Qosmio made, E15, and it's in great condition. I have the original remotes, box, manuals, restore discs, etc, and I use it as my bedroom tv and my RV tv when in Fl during winters.
Is there a multiplier program I can use? I noticed Throttlestop is for C2D and up only. If I can get this problem fixed, I'll install an ssd drive to make it faster and keep the original ide to clone from.

This may be obvious, but just thought I would ask. Windows 7 has the performance level control setting. If it is set at balanced or power saving, it will default to the lower frequency. Have you set it to High performance?

First, your Qosmio isn't using a Pentium 4-M (oh god that one is really bad, had one in Tecra 9100 before), but a Dothan Pentium M (Banias Pentium M doesn't have processor number), specifically the 400MHz FSB series (7x5 and 710).
Second, Qosmio E15 uses 855PM chipset which only supports 400MHz FSB, in other words doesn't support 533MHz Dothan (7x0 except 710). Yeah they'll work but at 3/4 of their max speed (400MHz/533MHz = 3/4).
Lastly, Toshiba's B&W BIOS has existed since they made their first Pentium Satellite, even Tecra A11/M11/S11 (1st-gen Core i laptops) still has it.

Okay enough talking trash, let's head back to the topic.
One annoying thing with many Toshiba laptops is the DMI (records the hardware, CPU being the main focus). Once you try to change the CPU, it'll go crazy. Once I've upgraded the CPU of a Tecra M5 from T5600 to T7200, Windows couldn't detect the new CPU (still showed as T5600) and the fan ran at 100%, had to update it with DMI update utility to get rid of the problem.
For your problem, it's pretty common among Toshiba laptops with Pentium M processors, I've encountered once on a Tecra M2. DMI / CPU microcode update should solve the problem, have a look on these: (solution included)
