I upgraded from a lower version of win 7 to ultimate. As soon as I upgraded, I saw that windows update shows many language packs. I assumed the language packs were just to show the foonts correctly on webpages, and installed those language packs --- was that a correct assumption?
Can I un-install the language packs?

No need to uninstall those. The packs allow the whole windows to be used in different language. You can have many users and everyone have their own language windows available on same computer.

As KLF said, those are for changing the system language settings. I'm not sure how big they are, but if you're not going to be changing the system language, you might as well delete them to save the disk space.

If in uninstall the langauge packs, will webpages in the removed languages show properly? -
The language packs won't do anything for the webpages, you can just install the fonts that the sites use if they are non-english characters
Installing the fonts that you need is definitely more advisable than installing all of the language packs
