I live in Canada, and have just recently brought a Samsung Q320.
Though there is the Windows 7 Upgrade Program on the Samsung's US site, but when i browse their Canadian site, it just redirects me back to the US site. Emailing to Samsung seems impossible because there is no email link for asking a computer question in their Q&A page.
If anyone can shine some light on this, please.

It should be available. I'm in Canada and recently got an HP desktop and I had to go to HP's US site to claim my free 7 Upgrade and it asked me there which country I was from etc... Nothing on the HP Canada site.
AFAIK, most, if not all, OEMs have just the one site for the Upgrade program, not different ones for different countries. But someone will correct me if this is wrong. I'd just go ahead and complete the order through Samsung's US site. -
Yes, the Windows 7 Upgrade does include Canada, although in many situations the retailer simply ships from their US store/site to an address in Canada, rather than have a dedicated Canadian store and website.
