This is strange, the OS itself feels much snappier specially restarting/shut down and startup where in Windows 7 is much slower

However, my 3DMark score are 10% lower in Win 8 and so is CrystalDiskMark and AS SSD Benchmarks

    what gives

I have heard that its because graphics drivers have better support/ history on Windows 7, but I could be wrong.

Check if Intel's Rapid Start drivers support your laptop's chipset. If they do, you'll get exactly the same startup/shutdown speed in Windows 7 as you do in Windows 8. Other than that, there's no difference in speed between the two OSs. If you disable all eye candy in Windows 7 (so that it looks exactly as crappy as Windows 8), you'll see the exact same "snappiness": Again, that's just a fake effect, with no relation to reality.
