Try this, http://go.microsoft.com/fwlink/?LinkID=262204 it asks you for your key and then starts downloading the official Windows 8.
Just did it today. -

When is Digital River going to post the Windows 8 ISO's so people on a 32-bit OS can download and burn 64-bit from the ISO.

Well first, can you explain why the upgrade assistant didn't work? Or define "does not allow download"? Were you connected to the internet?
I particularly like the product key-suppressed install method.

what if you did not receive a key from the oem in my case HP does not give you your key with a new computer for win8. I cant download the iso with out the key.

You can probably find out your key using an application that scans your registry and then relays the product key back to you. You can even save it as a .txt or .csv. There are quite a few good ones out there, and once you have the key, write it down and save it somewhere (or save the results to said file formats onto backup media). Then you should be able to use it for your install.
Those key finders also come in handy for other software that required a key during installation, such as paid anti-virus software, Office, Photoshop, etc. -
Even if you find out the key, you can't download the OS from microsoft website. Tried today and it says I can't download using the OEM key. So, the method everyone was talking about but not confirming is out of the window. You just can't do that. At least not with the new thinkpad with windows 8 preinstalled in it.
