    Hello,

I'm shopping for a new notebook and it looks like the requirements for "Device encryption" on 8.1 are strict. Is this feature only available on a select few new notebooks?

Yes, I know about BitLocker on "Pro", but I'm trying to stay within my budget.

I think you should look for SSDs. They generally have native encryption options, making them more compatible and easy to use this feature.
