I have a thinkpad with it's own recovery and backup utility, but it won't allow a USB flash drive as a backup device. Windows utility does. I'm using Windows XP Pro.

Question is, can a windows backup file recover my computer to a previous state...

Can I install a new hard drive, and use the backup file to recreate the drive state (data, settings, everything) at the time of the backup?

Yep, Windows Backup can backup the entire computer. Just choose "All information on this computer" when in the backup wizard: Windows XP Backup Made Easy

You may need a larger flash drive than what your using to save this backup.

    Good luck
