I remember on my old XP computer, that it had this neat program where you could type in what you wanted to say and the computer would say it in some sort of electronic voice.

Does vista have the same feature or do I have to download it?

I'm pretty sure vista doesn't have that feature.

You probably mean the "Text to Speech" control panel applet. There is a box there that lets you sample what the voice, in this case Microsoft Anna, sounds like.

Vista has this feature, along with voice recognition, just go to control panel, switch to classic view, and open Text to Speech.
