There you go, I hope it is what you are looking for. When you close IE7 it will ask you if you want to open the same webpages next time you run ie.

Just make sure you enable 'Enable Tab session restore' and the 'Close tab when double-clicked' options. -

I think this would be the best idea, also because IE7 has a few "security issues" - in a recent comparison IE8 was the safest - but take that with a pinch of salt, every browser has its strengths and weaknesses.
PS: Same comparison, IE7 was the worst... -

In IE8 you go to the tools menu and click "reopen last browsing session". so isn't it the same in IE7?

In addition to the other suggestions posted, here's a great work-around: All you have to do is to save that site/url in "Favorites" and that specific page of the site that you're on will be the one that is saved. To resume where you left off, just go into Favorites and choose that site. It will open to your page. As you move through the different pages of that site (e.g. when you're scrolling through lots of pages) you can stop and save some (or all) of the pages as you go, to "keep your place." Favorites will either save one after the other, or if the url is exactly the same for each page, will ask you if you want to replace the former page with the newer page. (And if you exit your computer in "Sleep" or "Hibernate" mode, that page should remain open on your screen.)
