    Unless this is a Windows OEM, I wouldn't use such Mods or self created as those still require Windows Activation to work and if that doesn't have such option then consider it not safe to use. Only those wanting to test or do benchmarks would use such but majority of users don't go this route and use Windows OEM for support and software updates that match your system.

    Seems legit. It asks for a license, is totally stripped down, and has updates paused for the next 30 years. It has some icon pack installed that looks pretty cool, though you might not care for it. According to the author's youtube channel, it looks like whatever optimizations they've done does yield some performance benefits. I just formatted my laptop like two weeks ago so this isn't something I'd look at doing anytime soon. I'm not seeing any backdoor stuff (not on the surface) like extra admin accounts or anything. I don't think this is malware or anything. I can't verify the performance claims in VM, but given how much has been hacked out of the OS, it wouldn't surprise me.

    @Gumwars, never seen that as a actual Windows product OEM/Retail if so Windows site would be showing as such or retail outlets would show that packaging.

    It's homebrew, for sure, similar to the debloated stuff other forum members here post. I took your initial post as rightly pointing out that if the install didn't ask for a license key, it was probably bad stuff. I installed it in VM, it did ask for a key, but is simply configured as bare-bones. I didn't note anything that looks suspicious. The author has a YouTube channel where it looks like the focus of these Windows spins is to make a better gaming platform. I cannot corroborate those claims.
