Ever since I upgraded to XP SP3, I've had a windows installer problem. Whether it be DLing new programs or uninstalling some, I get this error:

How can I fix this w/o reformatting. If you recall, my XP SP3 problem after many restore pts. So sys. restore is out of the question.

Have you checked the system services to make sure that the Windows Installer Service isn't disabled?

its on manual, as it should be

The Windows Installer service is dependant on the RPC service... I assume that's not disabled either?

Nope, its on automatic.

Check it out. The post describing how to use the program is in post #7 by user Cordialis.
The fix that worked for him was to use a program called Dial-a-fix.

EDIT: His problem was with concern to Windows Update, but the fix might also help your problem
