Well basically once again I have a super slow system. I had this issue before when switching from 174.93 to a 175.XX driver and reformatted.
Today I switched my computer on for the first time. Noticed I got a response from MS Support about Windows Live Messenger refusing to install. I installed a few programs they said were required Windows Installer CleanUp Utility, .Microsoft .NET 2.0, .Windows Imaging Component, .Microsoft SQL Server 2005 Compact Edition then began installing windows live. The package she linked me to forced the installation of note just messenger but toolbar, writer etc. the whole package.
The only other I also installed Rocketdock tweaked icons back grounds for a few hours.
Then I decided me TF2 time I open up steam, took 5 minutes, go to my games and click TF2 10 minutes later I was able to finally get the full screen then another 7 minutes passed till I got the menu on the left of TF2. I then selected a server that I usually play on. I usually have 5 ping at most but this time I was at 16. Also it took approximately 24 minutes and 42 seconds to get into the server which was nuts. I began to go through and noticed severe lag even just clicking continue and going through team choosing and player choice. I go to start my mission, and I was getting 1 frame per 8 seconds with no one in site.
I have tried to restart steam, check power mizer etc. I resorted to system restore to the day before. I open up steam, TF2 EXACT same results.
Before and after the system restore I noticed everything on my system was a bit slow like when I switched drivers. Firefox taking a while to load NBR taking a good 40 seconds to get the full image ( usually under 2 seconds 100mb/s connection). and generally slow file browsing.
My highjack log is clear. Avast has not found anything.
I am wondering why my system keeps having this issue. Specifically how to fix it without having to do a full system reformat yet again for the (20th time in 9 months). Hardware problem?

Now windows has gotten so slow it is painful to the eyes. All the jumping and half my pages are coming out as Address Not Found
EDIT: MAKE THAT ALL BUT NBR That gets Adress Not Found -
Not really sure, just throwing this out there. Have you checked your HDD's health? HDTune has some stuff and can run an error scan.

only NBR works for some reason I was thinking failing hard drive aswell

I just redialed internet and fixed that and system is a little faster but somthing is still bogging it down HEAVILY

You could try the built in error checker. Well if you can access it. Right click local disk -> Properties -> Tools- > Error Checking

How could run the HDTune error scan already? Remember, error scan, NOT benchmark. It should take a LONG time.

Also my cpu usage is higher than usual. Hovering 100% most of the time -
I have done a defrag and general use is almost back to normal,still slow but gaming is terrible
VERY low fps mixed with constant sound stuttering

just wondering what is your ram usage in task manager?
i suggest either reinstalling os or download tune up utilities and run all the tests- that should speed up your computer alot. the trial version is fully functional for 30 days.

Ram usage everything seems to be a little higher than usual.
I have reinstalled os about 20 times on this notebook in 9 months. Last time was only a couple weeks ago due to the same issue now. Sudden drop in performance -
try tuneup utilities
although ur problem is most probably hardware related

Fresh .NET2 installation tends to slow CPU right after install because it does pre-compile stuff to binary format. Normally it is done at background without user knowing anything about that, but you can run following command to execute the tasks on the queue in a managed way (you know exactly when it is finished):
" c:\windows\microsoft.net\framework\v2.0.50727\ngen.exe executequeueditems"
If the path is not correct for your system, try to search for the ngen.exe.
After that your CPU usage gets back to normal, assuming it was because of .NET in the first place. -
There is a user in the Acer forum, he is complaining that after reformat his drive and fresh os install, he can't install the Nvidia drivers. My point is I've seen system with screwed up Nvidia drivers installed that worked really slow, maybe Nvidia did it again? I mean buggy drivers ?

Also, one thing that is known to cause performance problems for me is dust on my fans. If the dust blocks airflow, my computer heats and before it starts crashing it gets slow. And this old P4 notebook doesn't include Intel SpeedStep technology so I doubt that would be my problem. Anyway, I have to clean this machine every month or things get ugly. -
Check what is running in the background for nothing, use TM for that, then you can remove them with the add/remove program application.
