Do the Portable/Laptop, Max Battery, Minimal Power Management, etc. settings in Windows XP's power options control anything besides monitor/HD turn off and standby delay on laptops? Does it control like CPU throttling, etc, you just don't see it? I've heard the different settings control how fast the CPU runs and when, but... :\

XP SP3 includes a patch (KB896256) that fixes the problems of handling ACPI processor performance states on multi CPU computers. You might want to take a look at that if you are still on SP2

yes, if the manufacturers submit them to microsoft
Processor support sites (Intel, AMD ..)
any profiles relating to saving/extending battery life, will take advantage of the speedstep/cpu throttling functionalities, when available
