Is this normal that every time I boot up my notebook,my user account ID is already typed in the upper bar of the "log on" box.I only have to type the password and "bingo".Wouldn't things be safer if I had to type both,my user ID and then password?Thanks!

Yes, it's normal, and yes, it would be safer.
These instructions on how to hide it should be more or less the same in XP.

I believe that is the XP default, to have the screennames automatically appear. If you want the additional security of having to type in your name everytime you log in, you can change the settings. Go to control panel-->user accounts-->change the way users log on and off-->uncheck the "welcome screen" option.
It is safer to type in your account name each time. At the same time it can be a hassel to type in your account name and password each time.

The Welcome Screen is the XP Home screen that shows all the User Names from the PC. If you disable this, you'll have to do a ctrl-alt-del to get the login dialog box on startup. That will hide the list of IDs on the PC, but the last logged in user's ID will still show in the Login dialog. That's what the registry setting I posted earlier will clear.
ASDF, not sure what you're asking. Administrator is just another Login ID, so you could log in with the Adminstrator's ID or a User's ID. -
