Okay I've just about had enough. Every 10 seconds or so Windows Explorer needs to shut down. Then it says some stupid mpegsplitter is the problem. What's going on?

Do you have any codec packs installed? Explorer.exe is probably crashing because of a problem between mpegsplitter and thumbnail caching by explorer.exe.
I would temporarily disable thumbnail caching in exploer.exe and then uninstall (if any) codec packs. Possibly install an updated or different codec pack, if needed. -
If you can figure out which file causes the crahs - just remove that.
I had that for flash videos... and when Realplayer was the default player, the moment I opened a folder with Flash videos, explorer crashed.
Finding the responsible dll and removing it solved the issue.
I keep it in a file with a text document telling me the path just in case its useful for something else.
Also - you could try changing your default program for that file type - worked for me, Windows Media Player instead of Real Player as default, before I removed the file. -
Use windows error logs to find a solution or try to find the "Bad" dll.
Also - it can't crash on every folder - what filetypes are in the folders? -
Check your event logs to see if you can identify more precisely what's causing the crash, and what error codes are being thrown.
Also, try using system restore to go back to a point before the crashing started happening.
Finally, uninstall anything you've recently installed that might have started the crashing. -
Well that's the thing, I can't find "mpegsplitter.ax" anywhere in my computer. I'll disable thumbnail view but I still need to get rid of this codec/file. I'll try system restore, but if that don't work I'll need to find this stupid file that's bugging the hell outta me! Anyone have any idea where I can find this "mpegsplitter.ax" codec?

Try the search - load desktop, hit F3 - type in the file name, tell it to search all of drive C in the advanced search after it can't find it the first time.

Well I disabled thumbnail view and it's helped. But I'm still in search of this file. I searched "everywhere" in advanced and also checked "non-indexed, hidden, and system files", but have yet to find it. Hopefully I'll find it and just rename it, then it'll be fine. Maybe just do a clean install. Well I posted because I didn't know what to do, and now I do, it's just a matter of finding it. Thanks a lot for your help guys, I really appreciate it.

YES I FOUND THE FILE!!! Renamed it to mpegsplitter.BAX and hopefully all goes well.
