    There are a lot of hotkey managers out there.

    if you want to turn off Windows hotkeys

    Using the Registry
    1. Start Registy Editor. (Start->run->"regedit")
    2. Create a new DWORD key "NoWinKeys" under
    3. HLM\Software\Microsoft\Windows\CurrentVersion\Policies
    4. Set it to 1 to disable and 0 to enable Hotkeys

    or get this prog:
    - IntelliAdmin

    The Windows Key + Number Key hotkey settings are connected to the Quick Launch Bar, the order of icons in the quick launch determines which number does what.

    Yup. And Quick Launch is that thing on the taskbar with the small icons, just to the right of the Start menu.
    You can drag programs to the Quick Launch bar, or reorder what's there by dragging the icons around.

    A good reason to stack that quicklaunch bar with all your favorite programs. I have, for example, a shortcut to the "Connect to ..." dialog box. Beats rightclicking that cursed icon.
