I was interested in the macbook pro retina 13, but it's really choppy with Yosemite whereas the air is as smooth as butter. Now I know that windows has different scaling issues, but do windows laptops suffer from the same choppy issues that the retina screens have, and if not, why not?

You comparing Apples to Oranges here since we have no idea which Windows O/S or Windows laptop your asking about? Choppy what or where are you referring to with that terminology is happening at??? You asking the proverbial questions asking us to find a Needle in a haystack.
