When I click on the "Shut down" button, nothing happens.
I have Windows XP.

If you hold down the "Shut down" button for greater than 5 seconds and the computer does not shut off then I suspect you have a defective switch.
If the computer shuts down in the above senerio then take a look at your power options. In Control Panel, click on Power Options. On the Advanced Tab it asks "When I Press the Power Button on my Computer", make sure "Shut Down" is the selected choice in the drop down menu.
If the above two suggestions aren't the issue and you recently installed new software you might try to perform a System Restore to a point just before the condition occured. -

You might still try to perform a System Restore to a point just before the condition occured. Other than that I will have to give it some more thought, I never encountered that condition before.

Interesting, out of curiosity, what happens when you initiate a shutdown from the task manager?

I just experienced the same problem with Windows 7. After a hard reset Windows would not boot anymore. I ran a HDD diagnostic utility and recovered a bad sector/cluster after that it worked again.
So shutdown problems can be caused by lots of stuff. New drivers, bad hardware (memory, hdd, etc.) and eliminating all potential causes can take a while. Especially if the error is not reproduceable. -
Problem solved.
If anyone does a search on this board in the future for this issue, here is what fixed the problem for me.
