Normally when you start a blank word document, the insertion point is below the top of the page. For some stupid reason, my insertion point is starting at the very top of the page, which is unbelievably annoying. What is the problem?
How do I restore word to default settings for everything?

    Here's what mine looks like.

Either you don't have your margins set, or you have it not displaying margins.

check your margins in page layout
if thats not it , you can grab the border on the left ruler and drag it down
i think you can adjust your "normal" template if it keep coming back to this, and also what it could be is if you have more than 1 page, you can remove break between the page by clicking on the blank space between the pages, it would show up that way too

    hope this helps...

The first thing I did was check the margins.

It is set to "Normal" (1" margins)

Double-click between the page and the ruler at the top (you should see an arrow pointing down, and one pointing up when your mouse is there). It should set it back to normal.
