I was just wondering if there are any issues using windows XP 32 bit on a 64 bit processing? Like if using XP 32 bit on a 64 bit processor is the exact same as using XP 32 bit on a 32 bit processor. Would there be any performance drops? Or are the two configurations IDENTICAL?

Well, two different processor can never be IDENTICAL.
Every modern CPU supports 64-bit, and being modern, they're also faster at 32-bit than older CPU's that only support 32-bit.
But as far as functionality goes (compatibility and such), there are no differences. -
Yea but if it was a 64 bit processor but the OS was only 32 bit then the system could only run at 32 bits. Wouldn't that just be equivalent to a 32 bit processor with a 32 bit OS?

All 64bit processors have 32bit instructions, and will work in a 32bit OS perfectly fine. So yes, a 64bit cpu in a 32bit OS is exactly the same as a 32bit cpu in the same 32bit OS. There is no difference, so you will not lose any performance by having a 64bit cpu and only a 32bit OS.

All 64bit EXTENDED processors have 32bit support... Meaning all CPUs that are 32bit with extensions to add 64bit enchancements (known as x86-64) do because they are still 32 bit at the core with additional instructions to extend x86 to have some 64bit advantages...
True 64bit chips like the Intel Itanium do NOT support 32bit instructions and as a result won't run anything 32bit...
Now the Itanium isn't used outside of very specialised servers, but the statement you made that all 64bit chips support 32bit isn't accurate... -
