it makes you go back to the log on screen, so to get back to your work you need to enter your password

locking your workstation leaves everything running, but the screen is locked out. it's for when you don't want to log off or shut down, but want to secure the desktop (i.e., you're at work and have to go to the bathroom or a meeting, but you don't want some mischevious coworker to access your computer)

you can use Windows Key + L with the same result

As for #2 in her article, I just hold down shift while hitting Delete for files I want deleted completely, bypassing the Recycle Bin. No system changes, and it'll still allow you to use the recycle bin. I believe many of the options she details are also available via TweakUI, which is an MS-distributed powertool.
#10 is also kinda dumb... it has absolutely nothing to do with windows XP, and more to do with just general networking, which she just glosses over.
#15 is nice, not just for network activity, but to control your interfaces in general. Especially if you're like me and you swap around from wired to wireless and back again a lot, it's worth having the icon there. If you want, you can actually create a shortcut from the interface on the desktop. I have one to my wireless connection, so I can disable it easily. Just drag it from the Control Panel/Network Connections folder to your desktop, and you can right-click on it to disable/enable the connection or whatever you want.

Make sure you read all the comments below the article before you do anything in the article. There are smarter people than she writing below it.

Overall though, this link is handy for novices wanting to get more into the guts of Windows.
