What is the best software for editing and enhancing photos?

I am trying to enhance some crime scene photos for a Criminal Profiling class. I would like to be able to adjust the contrast and the colors on the images. I have the images on a cd but they are originally film prints taken in the mid 80's.

    Thank you in advance.
