    can an Atom based PC run standar binaries?

    I probably know the answer; NO.

    But can a netbook or tablet running win7 or win8 using an Atom processor run standard 32-bit windows binaries?

    I care about foobar2000 specifically and its many plugins/components and a special USB-Audio S/PDIF driver that my headphone amp supplies that can output digital audio to my little amp quite well, withnice upsampling too.

    Does the fact that Windows is running on a Atom put the kebash on this?

    Atom CPU is fine. It can run standard Windows programs. Just don't expect blazing performance.

    An ARM CPU with Windows RT might not be able to though.

    Am using the 311c mini all day long (atom, w7 & w8), VLC and Radio Sure. Works fine. Also do some Audacity work on it, not fast but zero problems. The 311c got dedicated video, so even manages youtube at 720.
    Your USB setup should not tax the processor beyond any capabilities, but don't expect it to do any heavy multitasking.

    Even if you're using the older IA-32 architecture, that is strictly 32-bit; successor Atom CPUs are all 64-bit + 32-bit. I don't think the Atom was ever strictly produced as one or the other - so in short: yes! You can use it for 32-bit binaries.
