    Right-click desktop, Personalize, then click the first option - "Window Color and Appearance." That what you are looking for?

    You want to change the color completely, you can try a downloading skins and themes. I'm not sure which kind of theme utilitiy will work with vista, but this is a suggestion off my head at the moment.

    that still doesnt change the taskbar from black... only the other windows...

    right click desktop, personalize, colors/appearance, open classic appearance, advanced, 3d objects

    That is just a longer way to get to the Personalization option and it still does not completely change the color of the taskbar.
