hello,
i bought a new seagate hard disk for my laptop and i've installed windows and i have my main partition which reads c and the other partition that reads e and my dvd drive reads d.
is there a way of changing the d letter of my dvd drive to e and my hard disk from e to d?

The only downside to renaming the DVD drive is that any applications that you installed from that drive may be confused if they ever ask for the installation media to be inserted again. This usually only occurs when you need to do a repair or some times when an app does an online update (that scenario rarely asks for the installation media). Also usually when the app asks for the installation media it will allow you to browse to the new DVD drive letter.
As soon as I install an OS the very first thing I do is to change the DVD/CD drive letter to something way out in the list, usually drive R:. That way I can change partitions add drives etc without having any issue with drive letters latter. I also go into the registry and search for all instance of the old drive letter and change them to the new one.
